OVERVIEW The Judicial Council of California is accepting applications for the position of Facilities Supervisor for Facilities Services
Facilities Services provides a broad range of services to courts from facility planning, design and construction, renovation, facility operations management, environmental compliance and sustainability, real estate services, security, and asset management.
The Facilities Supervisor for Environmental, Health & Safety is responsible for the day-to-day oversight of the work of the unit staff. The position is responsible for implementing policies & procedures and best practices for environmental regulatory compliance and the health and safety program. The Facilities Supervisor will have extensive knowledge and experience in environmental sciences, environmental management, and the California Environmental Quality Act and loss and safety control program management. Incumbent will serve as technical subject matter expert over his or her assigned area, and ensures that policies and procedures are followed and customer service and work standards are met. The Facilities Supervisor will report to the Risk Manager.

The successful candidate will be expected to work in the San Francisco or Sacramento office.
RESPONSIBILITIES • Oversight of environmental related issues in support of capital outlay projects during the site selection and facility transfer process: - Provide review of site analysis during the site selection process; - Preparation of the California Environmental Quality Act (CEQA) review prior to acquisition of new site; - Review Phase I and II environmental site assessments prior to the transfer or acquisition of new site. - Provide training for project managers on storm water pollution prevention requirements, environmental-related issues during construction and CEQA mitigation monitoring. • Establish and implement goals to ensure regulatory oversite and compliance are met at all the Judicial Council of California owned and managed facilities: - Ensure compliance of Cal OSHA regulatory requirements; - Review health and safety inspections; - Evaluate Personal Protective Equipment (PPE) and ensure its proper use and maintenance. - Oversee hazardous waste storage area and ensure regulatory agency compliance i.e. labeling, containment, proper disposal, documentation, etc. - Provide assistance and advice on health and safety issues and make recommendations to the facility operations team. - Assist in compliance reviews, general risk assessments and other safety assessments. • Under the guidance of the Risk Manager, establish and implement goals for environmental, health and safety compliance: - Implement policies and procedures and best practices for environmental, health and safety compliance programs for the judicial branch, including new construction, existing court facilities, court users and staff, and Judicial Council staff. - Assist in the development of compliance and innovation programs for all judicial branch facilities, including new construction and existing facilities; - Oversight of compliance activities for existing facilities, particularly air quality issues, refrigerant management issues, hazardous material, and waste management; - Oversight of the State of California Environmental Quality Act (CEQA) review and mitigation required for capital projects, transfers, and facility modifications. - Provide programmatic oversite for the Safety Program, to include the Illness and Injury Prevention Program and the Incident Reporting and Management Program. - Ensure alignment of the JCC's Safety Program with the broader risk management program.. • Supervisory duties: - Recommends selection to staff; - Trains staff and proposes internal and external training courses and workshops; - Approves time off requests; - Reviews and approves time sheets; - Evaluates employee performance and conducts performance reviews; and - Administers discipline as required.
MINIMUM QUALIFICATIONS Bachelor's degree, and five (5) years of environmental health and safety or facilities management experience which includes one (1) year of prior supervisory experience; and ability to travel. Additional directly related experience and/or education may be substituted on a year-for-year basis.
Two years as a Project Manager or Senior Facilities Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of a Project Manager or Senior Facilities Analyst in a California state entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
